Governments all over the world have largely focussed on leveraging the internet as a channel for citizen interaction.

Service delivery has always followed a ‘pull’ methodology - where the onus is on the citizens to reach out to their government for the services they require.

Traditional ‘Pull’ Model

With the continued advances in consumer ICT—from mobile phones to social media—and their successful adoption into the way citizens live, work, and play, the focus is now shifting from “providing services” to “making life easier” for citizens.

Consequently, for governments that have largely achieved traditional e-Governance objectives the next logical step is to move towards a Citizen Centric model by understanding the citizen context, and pushing services that match the context.

Citizen Centric ‘Push’ Model

GovBlocks was born at the London Blockchain Week Hackathon in 2017. Our team designed an agile financial inclusion platform using blockchain technology for the Bank of Papua New Guinea (BPNG), the largest central bank in the South Pacific.

The idea was to use a fiat backed stable tokenised currency to facilitate money transfer from urban to rural cities in Papua New Guinea without the need of citizen bank accounts.

GovBlocks was leveraged to demonstrate a paradigm shift in governance where citizens do not seek but instead receive services proactively from new age government organisations.

Our team deployed GovBlocks to showcase the data exchange capabilities in subsidy distribution and health benefits disbursal by bringing multiple government departments on a single immutable and approval based distritubed ledger that led to enhanced citizen service delivery with integrated last mile delivery channels.
